Hampshire County Structure Plan

The Trust continues to monitor developments, making comments and proposals where appropriate.

The period under review is 1996-2011. Hampshire County and the Cities of Southampton and Portsmouth are co-partners in the Structure Plan, policy being drafted by a Joint Advisory Panel (JAP).

The total number of houses required to be built in Hampshire over the period 1996-2011 is 80,300. Winchester District's allocation is 7295 - or 486 houses per year. Of this, the figures for Winchester City itself are 3200 houses for the period 2001 - 2011, or 320 per year.

ln addition to the normal urban and rural building programmes, guided by local Capacity Studies which are in course of preparation, the figures for Winchester District include a designated Major Development Area (MDA) for 2000 houses West of Waterlooville. Capacity Studies will be updated annually, including the monitoring of planning permission approvals, with the next update due in Autumn 2002.

During the period 1996 - 2001, 2390 houses have been built in Winchester District. This leaves a shortfall of 4905 houses to be built during the period 2001 - 2011, which is just about on target.

But this is not all, as further provision is to be made throughout the County for twelve Reserve MDAs, should the need arise. ln Winchester District, there is one Reserve MDA for a further 1000 houses West of Waterlooville. but the one that concerns us most is the Reserve MDA for 2000 houses at Winchester City (North). This is most likely to be at Barton Farm, alongside the Andover Road.

Reserve MDAs will not necessarily be built on. A strict annual monitoring process has been set up, and this will determine whether any Reserve MDA land needs to be released for building.

As a result of recent monitoring, the JAP has said "the current projection of housing land is sufficient to meet both the Structure Plan and (the Government's) Regional Planning Guidance requirements in every future year of the Plan period" and also that "there is no case this year for triggering the release of any Reserve housing land".

The City of Winchester Trust will watch progress on this vital subject. The Trust welcomes the arrangements made by the Joint Advisory Panel for monitoring the housing position annually.
