Traffic - Trust Annual Report 1993
The Trust has been commenting throughout 1993 on traffic-calming schemes, traffic management, Park and Ride, parking and the landscaping aspects of the M3 where they are visible from the City. In addition the Trust is represented as an observer at meetings of the City Council's Traffic and Engineering Committee and the Winchester Movement and Access Panel.
The City Chief Engineer and the Hampshire County Council expert on transportation policy gave an interesting presentation in July 1993 with productive discussion on future traffic projects in the City.
The Trust remains concerned that inadequate liaison between the City Council's Engineering and Planning Departments sometimes leads to visually unattractive traffic-calming measures. However, the mechanics of the traffic-calming does lead to reduced traffic flows and traffic speeds.
Traffic-calming in Middle Brook Street and St Peter Street is unlikely to be completed in 1993. Many residents in other streets have asked for traffic-calming.
The trial of a one-way Upper High Street, the primary objective of which is to ensure the rapid progress of the Park and Ride buses, also will not take place in 1993.
It would appear that funds have at last become available from County Council and Government sources for a pilot Park and Ride scheme to be implemented about April 1994. Plans are also well advanced for a full scheme, and an extension to the full scheme.
Residents parking has now been extensively introduced into the Hyde and Fulflood areas of the City, and plans are progressing for residents in St Michael's Ward. However, the Trust is not entirely happy with the slow speed at which it is being introduced.
Further pedestrianisation and traffic management schemes are waiting until the effects of the opening of the M3 and the pilot Park and Ride scheme can be assessed.
