Europa Nostra Medal of Honour - TrustNews Spring 2001

Donald Insall CBE of Donald Insall Associates, Chartered Architects, has been awarded the Europa Nostra Medal of Honour for his outstanding work in the field of Conservation, both in the work of his practice, which he founded, and through his writing and teaching and his participation in the affairs of many heritage organizations. We congratulate him for this considerable achievement.

Europa Nostra is the Pan European Federation for Heritage. Mr. Insall is a member of the City of Winchester Trust.

Our address, phone and fax numbers are the same as before but the e-mail address has altered. Most importantly, the aims and objectives of the Trust remain as before and we are continuing our work to care for the character of the City of Winchester.

The Trust’s new policy

Members will probably be aware of the pressure that the South-east is under to provide for more housing, and the various contending approaches as to how to handle it. The Trust felt that it needed to study what was happening, and to form its own view as to how Winchester should respond; in other words, to form its own policy on the future of Winchester. Previously the Trust has tended to respond to issues as they occurred. So, this is a major new initiative for the Trust, and it has formed a Policy Group to develop its policy. The group currently consists of Ray Attfield, Michael Carden, Kate Macintosh, Patricia Edwards and Antony Proudman. Policies are presented by the group to the Trust Council for comment and approval, and then to the members of the Trust.

The first policy paper is entitled 'The Future of Winchester – A Strategic Vision'. It is to be presented to Trust members on 2nd February 2001. The paper is intended to provide the general reader with a concise introduction to the essential ideas and concepts. It is therefore necessarily a broad-brush treatment, and it is proposed to be the first in a series. Future papers will go into more detail on specific topics.

One of the key points of the Trust's new policy is to protect the views of the countryside seen from the centre of Winchester. The Trust therefore strongly supports the new government policy to limit the building of new housing on greenfield sites as an important contribution to protecting the country round Winchester. A critical part of our policy is to show how Winchester can define its future while constraining its use of land. The policy group welcomes comments and contributions from members on the Trust's developing policy.

Membership - TrustNews Spring 2001

Members who do not know their membership number may find it by looking in the membership list at the back of the 1999-2000 Annual Report. We are also looking into a way of including it on the label when we send mailshots. It is helpful if you can quote your number when contacting the Trust.

Vision Paper - TrustNews Spring 2001

The Chairman and the Council of the Trust were very pleased with the reception given to the presentations made on the subject of the policy discussion paper entitled 'The Future of Winchester – A Strategic Vision'. They congratulate the Policy Group on their valuable work in forwarding the objects of the Trust.

Two presentations were made. One to the membership and another to an invited audience of Councillors and senior Planning Officers from both the County and the City and to other guests. The questions from the floor were positive and constructive as have been the great majority of the written comments received to date.

The Policy Group is now considering the comments received. When this process is complete they will then make recommendations for further action.
