Dear Mr Leaman

I was interested in your reference in your ‘Chairman’s jottings’ to the planning dilemmas created by the demand for car parking. What I do not understand is why this demand has always to be acceded to. My daughter has recently purchased a small flat in Hackney and a legal condition of the purchase was that new residents had to accept the fact that they were not, and would never be, eligible for local parking permits (apart from blue disability badges) let alone parking spaces.

Demand for properties on this basis seems huge nevertheless.

Might such an approach be tried in central Winchester, which is an extremely walk-able environment?
